The municipality of Amsterdam hired Fred as procesmanager to develop and establish Artists' Village NDSM, during a period of one and a half year. Hessel Dokkum and Eva De Klerk came up with this brilliant concept to lodge entrepreneurs and artists from the creative industry in former shipyards, adjacent to the river IJ. Fred supported the municipality as well as the initiators to make things work, get around the funding and work out an economic feasible plan, including all demands concerning rules and regulations. Thanks to the realisation of the Artists' Village many regular companies settled in the area. The proposition that business centers for the creative industry can have a magnetic effect to the settlement of regular commercial businesses is thus confirmed.
